Cumberland River and beyond perspective for Water for Victoria

Second of three policy submissions written in the second week of May 2016, drawing particularly on the contrast between week apart information sessions in Ballarat and Horsham (pic below town weir).

These few pages with many pictures draw out the conflict between natural local variability of catchments and administrative desire for homogenisation and standardisation to allow centralised treatment of all as the same, ever a recipe for short-sighted exploitation and amplification of natural disasters.
